The government should ony be responsible for the lndividual welfare of the people when they cannot help themselves. Laziness or the color of your skin shouldn't mean the government should do things to help you.
The people in New Orleans shouldn't have counted on the Government to rescue them after they decided not to listen to the warnings from the Government. People have to be held responsible. This shouldn't be a culture of victims.

The term 'welfare' has come to mean charity at the point of a gun which is of course a contradiction in terms. To use the term more accurately, the government should be responsible for the armed forces, the courts of law and the police - everything else should be left to the choices of the individual paying for it...

Only to the extent that it affords the liberty and freedom needed for each individual to obtain his or her own 'welfare' free from obsticles (such as foreign enemies, too many laws, high taxes, trade restrictions, lack of civilization, lack of property rights, et al)

The govt should be 100% responsible for the individual welfare of the people. The govt should guive us jobs, give us all the food we can eat, make sure our marriages are perfect and our kids are angels, provide us with a little something-something on the side, give us cars, fuel, a little farm to raise rabbits and ducks, and then should paint our garages every year.
Yeah.
That's what govt should do.
And govt can pay for it by taxing the rich.

They should be careful the person doesn't kill anybody and has civil liberties. Anything more than that is fascism and form of a statist government.

People should be responsible for themselves unless there are absolute extenuating circumstances that do not allow them to support themselves - such as extreme disability, well that's about it.
