after power on pc, press F8 repeatedly
this gives you safe mode (does not let you restore the computer)
to look for restore options to factory condition:
power on pc, immediately look on screen for anything that says recovery or repair, or similar wording
you may have to reboot to read the text, or press the pause\break key when you see the dell logo to read the screen

Normally, when an install of later Windows ( NT, 2000, XP etc.) gets corrupt due to too many unwanted files , junk data and pest files, useless third party cookies etc., the best thing to do is to back up your important Data and re-install the Operating System onto the PC.
To do this you will have to get into the BIOS Setup of your computer and make the CD ROM the first Boot Device. Save and exist. Then insert your Windows XP CD ROM into the CD ROM Drive and reboot the computer. When Windows starts it will reformat the computer and install Windows XP as a brand new Operating System without all your old pesky files and other such malicious stuff you probably had in the computer before.
You cannot simply go to DOS mode in Windows XP, this is because such an option does not exist on Windows XP. What you can probably get is a DOS box on windows. This is not really a DOS Mode. to do this you will just need to go to Start then select ' Run ' and in the box that appears, type ' cmd ' and hit the ' Enter ' key. A Black Window (of less than half the normal size Window appears), this is the DOS Box.

XP has no DOS mode. You can access the advanced boot menu by pressing F8 while it's booting, just after the BIOS splash screen. You can access yous system at the Command Prompt, which is similar to DOS. There is a feature on Dell systems to restaore your computer to original specs, but you will lose all your personal files and data. It would be just like when you got the pc new--out of the box. Hold down the Ctrl key and press F11 while it's booting. You will invoke PC Restore. It will warn you about deleting all of your files, so make sure that's what you want to do. If you can get into safe mode, back up all of you files to memory stick and then do the Ctrl + F11 restore. Some Dells use the Fn + F11 keys to do this. Hope I helped ya!

start your computer, 10 seconds into the boot keep tapping the F8 key till it comes up with a menu asking start in safe mode, start in ms dos pick what you want and hit enter
if you have any restore cd's use them to restore windoz if not then you will have a copy of the restore system on the hard drive,,, some where,,,
get in touch with Dell go to their website and ask support how to get/make your restore cd's
