Well, I don't know if I can get as detailed as you'd like, but I do know this much about eye contact: don't just stare at a girl. We can feel strange eyes on us and it creeps us out if someone is just staring incessantly. My advice is to speak to a female in order to make eye contact. Just a simple "hello" is all you need to engage in conversation and make initial eye contact. (Don't bother with lame pick-up lines - they don't work).
After that, just be yourself. Act natural. Oh! Just keep in mind that not everyone likes to make and keep eye contact. Be sensitive to that fact and you should be fine.
