We recently started looking into adopting. I have been floored by the high cost of adopting. A domestic adoption (one with your country) can be anywhere from 18,000 up to 25,000 foreign adoptions can be much more. The advice I have been given is to go thru non-profit agencies. If you are not heart set on an infant there are many many children in the foster adoption system who need a home. If you go thru the system it is almost completely free.
www.adoption.com has alot of good information including the agencies in your area.
One lady told me to check into a company called A Link in North Carolina and it is a different set-up and apparently the cost is significatly less. I don't know how yet because I am awaiting a reply from them.

The cheapest is free. You could go through the state and they pay for homestudy, when they place a child they pay you a stipend to care for the child.
