Well sometimes proffesionals a specific brush to do that kind of make-up, but a regular eyeshadow brush would probally work (Use black eyeshadow) But for proffesional answers go to a makeup counter. Mac Barbie would probally work, because they do dark make-up like that. (the counter is at a local mall in Dillards)

use a thick eyelinger and pus on thick below eyelashes then same on tope use the other end and smudge (use one like this)

and smudge more up to eyelashes al blend in with pale blush or foundation as you move away from the eye
