1] Buy a pair of heels in 2-3 different colors and practice, practice, practice! Use one pair only indoors so it will be broken in but still look great!
2] let your hair grow - you can always cut it later. You could try some temporary color or temp. streaks before you make a permanent change, to see which is most flattering. Use a shampoo/conditioner for your hair type, and deep condition at least once a week. Use a clarifying shampoo once a month to get rid of all the 'products' in hair, and scrub combs, brushes, etc.
3] WORK on that body! Eat a quality diet - lean protein, low fat dairy, whole grains, lots of fruits and vegetables. Avoid fried, fast, and junk food - even diet junk food.
4] drink 1/2 gallon of water a day
5] take a good multivitamin with minerals - sometimes a little of one element makes a big difference in hair, skin, nails
6] do 30 minutes of aerobic exercise 3 - 6 times a week - depending where your weight is at.
7] do 3 sets each of 10 reps - pushups, situps, obliques, and crunches - work up to lifting weights - you will be toned and look 'tight' without bulgy muscles
8] make sure teeth are white and straight as possible
9] get a professional makeup consultation at a department store - Chanel, Estee Lauder, Clinique, Lancome, etc.You don't have to buy anything, but if it's good, great!
10] Read a newspaper or watch the news every day - all of it.
Also, watch jeopardy - you learn a lot! You want to be intelligent and thoughtful when they ask questions - the 'ditzy' girls never win.

Practice, practice, practice is the only way you'll be able to pull off walking great in heels. One foot directly in front of the other, watch model shows to see how they walk.
If you're not tone, I'd suggest start exercising to be somewhat tone Shape, Fitness magazines have good workout ideas to get tone. Or of course join a gym and if you have the money hire a trainer.
Your hair well it all really depends on how short it is, I would suggest watching various pageants to get an idea of the winners styles. I would suggest if you color it you should do it now to make sure you like it, because if you don't you can always change it. You don't want to be at the last minute with an unwanted color.
Bathing suit, I know Miami & CA. have great ones I'm sure online would have great sites.

Practice, practice, practice in high heels. Yes, grow out hair, the winners never have short hair. Yes, tone up. Also, if you aren't doing volunteer work, start doing some, and limit your efforts to one cause or organization. That will be your "cause" in pageants and will help you with the pageant part that is answering questions.

Ugh ... you picked a NASTY business.
High heels: Practice, practice, practice.
Unfortunately, that will cause all kinds of long term damage
perhaps making you have to use a walker or wheel chair
when you are older.
As for tone ... well, to make it really big these days you need
to be borderline anorexic. Again, its your chosen career path
vs. your health.
But that's the business you are chosing.

well practice a lot with the heels. &try smaller heels at first, &work your way up to bigger ones.
if i were you, i would grow your hair out. &maybe get some layers. a caramel color would make your blue eyes pop

To answer the question about the high heels...PRACTICE,PRACTICE,PRACTICE..Live and breath in those high heels...wear and walk in them as much and as long as possible..by next year you will be ready.
