So why did they submit a new funding bill that didn't have a date, and if the date was important and they knew Bush wouldn't sign it, why did they waste time giving it to him, unless it was just for show? But since they gave up the fight to end the fighting, why did we even elect them?

We elected them to have oversight on the most corrupt and criminal administration that this country has ever seen.

the answer to your underlying question is yes, if congress did not fund the war we would have to stop fighting it. Bu that would require the washington democrats to have some conviction, and we all know that's not the case.
