I can't narrow it down to one, but the top four would be:

Macbeth - (1948) - Orson Welles - not just a great adaptation of one of Shakespeare's better plays, and not just a brilliant example of how to make a great film for cheap, but it's just amazing to look at. The film looks like it's a charchol drawing come to life. It's the type of beauty that haunts a person.

Malcolm X - (1992) - Spike Lee - an example of how to make a proper Epic film and have it be brilliant, important, heart-felt, and artistic. A perfect motion picture.

Mulholland Drive - (2001) - David Lynch - A perfect example of a filmed dream; when Lynch first started in film with Eraserhead, wanting to make his paintings "move", he started filming dreams, (perhaps unknowingly following in the footsteps of film-makers like Bruenel, Daren, Cocteau, etc) and over the years, he honed his craft, till finally, with Mulholland Drive, he perfected it. A movie that will never get out of my head. Perfection.

Million Dollar Hotel - (2000) - Wim Wenders - A beautifully tragic story of true love in a flop house hotel during a murder mystery, between a prostitute and a mentally retarded kid. Heartbreaking.

Well my favorite movie that I would give an award to for like best picture or whatever, because it is extremely well done would be The Shawshank Redemption.
I love the Pirates of the Caribbean movies because they're fun.
And Meet the Parents because it's hilarious.
I also like Ed Wood because it is quirky and funny, and Johnny Depp's in it and he's fantastic.

Tough call. Some of my fav's include Beauty & the Beast, 12 Angry Men, Guess Who's Coming To Dinner, and The Truman Show (among others). V For Vendetta might even be in the group now.

I really like film noir - Casablanca, Double Indemnity, Fargo, Touch of Evil, Laura, Maltese Falcon, Citizen Kane, The Lady From Shanghai, Nigeria, Shadow of a Doubt, Notorious, etc. etc. Who can resist the long shadows in b & w, seedy underworld, voice overs, femme fatale and PI's?
