That means you can have internet access (using a wire) in any room.
It does not mean you have an existing internet connection. You would have to subscribe to that on your own. Then you take the internet connection and share it (using a router and switch) amongst all the rooms in your home.
Though wireless doesn't require infrastructure, ethernet is much more reliable in terms of speed and security. Speed as its dedicated through a wire, where as wireless is prone to interference from other competing frequencies like a cordless phone, regarding security, its way easier to hijack your internet access with wireless, especially if you don't set it up properly, if it was wired, I'd have to be inside your house to steal your internet.

Yes you still need to subscibe to a ISP if you want to connect to the internet.
When your house is wired for ethernet it means that you should have a ethernet jack in just about every room. Thes jacks are all connected to a central hub somewere in your home.
This will make networking and internet sharing very easy for you throughout your home. Say you subscibe to DSL for your Internet Connection. You would then plug the modem into a router and then plug the router into any ethernet jack in your home. Now whenever you plug a computer into any other ethernet jack in your house the router will connect it to your home network and you will beable to access the internet.

Simply, ethernet is used mainly for connecting stuff to computers, such as broadband cable, routers, modems.
You still need an ISP. Think of the ethernet ports (wall sockets) as if they are phone jacks. If you have something plugged into a jack in one room, it will be connected to the other rooms with a jack in it.

You still have to subscript to an ISP. It just means that once they connect you, you will have the service in nearly every room. You won't have to string cables all over the place or install a wireless network.

Ethernet is only a local network system. You still need to subscribe to an internet provider.
