It would obviously not be safe for your child if a dog escaped from their fence and attacked your child.
But only you can reasonably assess the chances of that happening.
1. What are the chances that a dog will get out of it's fence?
2. What are the chances that the same dog also happens to be an aggressive dog that would attack?
I'm sorry, but I don't know the answer to that.

You are paranoid and you need to overcome it and not stunt the emotional growth or health of your child. I've never in a million years thought of this. I haven't heard of it happening either. If you're that afraid you can carry a police night stick to wack if a dog attacks or some spray that will detour the dogs. ONLY use the stick if the dog attacks. Like someone else said a dog may approach and sniff around that's fine don't hit the dog if it does that.
I recommend counseling. Quick before your daugher gets any older.

Take her out!!! I have a nine month old and we live in a condo complex with a lot of dogs and I always take her out to see them play and run, some times they come up and smell her and once inawhile lick her feet but for the most part they ignore her.
I you are fearful of dogs and the baby senses that she/he will also be fearful of them. its best to have a small introduction with dogs now, or find a neighbor with a dog you trust and have them get used to eachother. But NEVER leave the baby alone with a dog!

Well its obvious your a little paranoid about your baby getting attack but its most likely all in your head. But just to be on the safe side, try and stear clear of houses with dogs.

Wouldn't the baby be in a stroller or carrier of some sort? I wouldn't worry unless you've heard of something like this happening before? If this is a common occurance, then I'd be looking for a new neighborhood.

the baby is 9mos? put her in the stroller. a dog isn't going to jump onto the stroller and get your baby. taking your baby into the unsafe world is a fear that every parent has, but you have a responsability to your child to overcome your fear and help them be healthy! why not start now! take your baby for a walk, it'll be good for the both of you

I have this image in my head of all these dogs jumping the fences and b-lining it to all strollers. Does that really happen? If you leave them alone, I'm sure you'll be fine....they might bark, but I doubt they're gonna hop the fence and head for your baby. Has that happened in your neighborhood before?

dont worry you should be fine! just try not to let a dog come up to the buggy, dogs usually only go for someone whent hey are bein intimidated or something dont worry enjoy a nice walk with your baby!

My daughter is 9mo also and we go on walks all the time. We go to the park and sometimes there are dogs there running around they dont even bother us. We just play and have fun. Enjoy the nice weather and your baby go outside and have fun!!!!!!!!!!!!
