You must spend your money for the best brand.
As I know HP and Dell are the best in laptops for a long time and they are very reliable too. I trusted HP and I bought a HP laptop 2 years before, and still like the day I bought it. Didn't even have to service it at least once up to now.
I recommend you to buy a HP (with experience) or Dell laptop.
On www.hp.com you can even customize your laptop. And also you can check the price

Yes you should! Laptops get damaged too easily and are expensive to fix. Manufacturers' warranties don't cover everything or only last for a specific amount of time (example: 1 year), so you should definitely invest in an extended warranty.
Also, make sure you buy one of those padded notebook (laptop) bags that help cushion the computer in case of drops.

If you buy an acer, you NEED any length (years) of waranty you can get. Acer is substantially less reliable than other models. Remember accidental damage insurance is different that extended warranty.
As far as accidental damage, depends on how clumsy he is, and what type of friends he has. For most high school and college kids, I'd say yes. My daughter has acidental damage not because she is rough or careless, but she has all sorts of friends that are.

YES. Any big purchase like that needs to be protected. Laptops are easy to damage. Also buy a good quality carrying case for it. That will help protect it.

I would say no. They usually are fairly expensive and in three years you will probably want to buy a newer version anyway.
