Looking at the costumes, I would have placed it in the early to mid 18th century, but it is fiction, after all!
I got interested in your question and did a bit of research. There is a Wikipedia article which makes sense. Here are a few quotes from it:
"The fact that Rule Britannia was played in a scene in The Curse of the Black Pearl allows the movie's events to be dated after 1740.
The Royal Navy and Royal Marines uniforms match late 18th century standards, but the civilian dress is more typical for the later 17th/earlier 18th century.
The silver badges worn by the soldiers have the a GR (Georgius Rex) monogram and the Letter of Marque is signed by King George, but in both cases no number was added, so it is not clear which King George it is. This could imply George I since British monarchs are not called the first until there has been a second.
The map of the world which can be seen at times in the movie includes Australia, which was not fully mapped until at least 1770.
A sign on a building in Port Royal shows the date 1704 - obviously the year the inn opened."

Being that in the trailer Beckett says the pirates face extinction so it has to be near the end of the golden age of piracy. I also believe that the East India Trading company was a real company so you might want to look that up. I also read somewhere that Captain Jack Sparrow was based on a real pirate named Black Bart. (although their personalities are very different) I would say between 1550-1700. And England wasn't leader of the new world in the 1500's because Spain was. That's why piracy began. Queen Elizabeth of England was jealous of Spain's wealth in the new world so she hired privateers to steal gold from Spain's ships. England didn't gain control until after Spain fell.
It could have quite possibly been during James I of England's reign. He was married to Queen Anne and if I recall my history correctly there was a war that took place mostly in the Caribbean that involved many privateers called Queen Anne's War. That is why Black Beard named one of his ships The Queen Anne's Revenge. That being the case it was probably after 1713. Much later than everyone else who posted answers.

1690s-1730s was the last age of piracy in the Caribbean as the Spanish monopoly on the Caribbean declined and the French and British started taking the islands, fighting each other and routing out the pirates in their spare time.......remember, piracy can only flourish,,,as it does today off Somalia and in the South China Sea..... where there is no organize government with a Navy to enforce the laws..
It was the British WEST India Company out here in the islands; the EAST India Company was busy conquering and running India itself at this time...

Never, neverland. It is a movie. Something's like the type of ship the "Black Pearl" is would be about 1650. But the rest, including the concentrated British effort to wipe out piracy would go into a 1700-30 time frame. As well as the ship Jack hijack's from the RN in the first. I have never finished the two movie, but have the CD. Never paid much attention to the latest.

Piracy can be traced back to the 1600's and as late as the 19th century. The pirate hey day in the Caribbean was in the early 1700's. Pick a date and have fun with it, ARGGH!

The 1640's, as Dutch, Spanish, and French influence waned. There were less places fo privateers to hide. Also, Tortuga was reaching its peak as a pirate base around 1650, before being invaded by the British navy.

I would say 15th 16th century. ALso check up on the East Indian Trading Company. It was real and if Im not mistaken there was also a Governer Swann but it may have been a different Era. Good Luck
