It is not an issue of whether a person deserves a cell phone - it a matter of whether or not they can afford it.

I don't think one "deserves" a cell phone but I do think one is very important for a high school student to have. It is a great tool to stay in touch with the parents and others in case needed. I remember one time sitting on the steps of my high school until dawn after a dance because my ride didn't pick me up, I had no way of calling anyone because the school was locked tight, there was not a store or any help within 5 miles. It would have been great to be able to call my parents.

If you plan to be active (sports, clubs, etc.) then a cell phone is important and very convenient. It's also important for those who have begun driving to be able to easily contact someone in case something goes wrong.
By the time track practice is over, the school is closed so if it weren't for my cellphone I don't know how I would get home.

Deserves? Strange wording. No, I don't think it is deserved. If you have an agreement with parents about what is expected and you meet that agreement then maybe so, but being a high school student entitles you to nothing

if they have alot to do, like sports, hanging out alot, and stuff then they're going to need one to keep in touch with their parents when they need to.
