assuming that this is a serious question, no a clinically retarded person cannot be elected as president becasue he/she doesn't have legal capacity.

There is quite a bit of difference between the symptoms of alcohol poisoning and Mental Retardation, but if Bush proved anything it was that anyone can be voted into the office of the President. Tell you what, let's be a little more careful next election, ok?

The president must be a natural born citizen of the United States (or a citizen of the United States at the time the U.S. Constitution was adopted), at least thirty-five years of age, and a resident of the United States for at least fourteen years.

If they can get the votes and the support of the political party, there are no laws or constitutional restrictions to prevent them from serving as president.

i like the answer jill gave. a retarded person can't sign legal documents, or demonstrate an ability to occupy a federal office. i'm sure that wouldn't stop them from campaining, but let's be real here.
