just a thought, i no its going to be banned i.e. in most confined places but will this also apply to prisoners

Most prisons are largely non-smoking, as a number of convicts have sued under the statute that allows a convict to bring a civil action for oppressive, dangerous, or inhumane prison conditions.
I believe, though, that most prisons still have a smoking section. Short-term or max security facilities, though, don't, in general.

For England: Care homes, hospices & prisons may designate either bedrooms or rooms to be used only for smoking, for persons over 18 yrs of age.
I can see some fun in interpreting this exemption because the rules then go on to list the conditions that have to apply to any room where smoking is permitted. These conditions include the room being enclosed on all sides by solid floor to ceiling walls - I always understood most prisons had bars on at least the front of the cell. Not ventilate into other non smoking rooms. At the same time there is an obligation to protect the health, safety & welfare of their employees. There is no obligation for these exemptions to be provided.
Added later: just read 'sprinkle's' contribution .. obviously the prisoner staff haven't read the legislation yet unless there has been some last minute amendment that I'm not yet aware of.

When i went to Dublin a few years ago when the smoking ban was already in place, a taxi driver told me the only public place you could smoke was in prison, ( as that is classed as their home ) and in hotel rooms. When the ban comes in over here, going out side for a ciggie, will really p*ss me off!!!!!

include no smoking in the custody suites in police stations or police cells, where some prisoners were farmed out to as the main prison places filled up.
i foresee riots & mayhem as if there was already enough to worry about without hacked-off prisoners, come july 1st.

last i heard they are seriously going to try to ban people smoking at the wheel, under the You're not full control of your vehicle, whilst lighting up/stubbing out & are preparing laws to fine people, too!
another fine to worry about & a money making exercise by the government.
smokers are the new bad-guys & law-makers are determined to make them pay again just for the privilege of smoking!
which as far as i'm aware they make a packet from in taxes & the fines dished out left right & centre, will probably take up the slack.

Good question, I am somewhat alarmed to find out that Prison cells will be exempt from the ban, especially because the cells are shared, so non smokers could be forced to breath in the smoke.

Edit; further to the above, I have just rang a local prison, and they say they are doing their best to put smokers together, and non smokers together, but they cannot always do this for various reasons, so they are leaving it up to the cell mates to negotiate with each other in those cases.

Smoking is banned in the downtown area in my city and in all bars in the rest of California. Our state, and nation, is becoming more and more likea police state. First smoking, next drinking, then dancing, who knows what won't be good for you in the future that society looks down upon. Show me me a person who objects to smoking becausee it is unhealthy and I'll show you Carl Reiner (who objects to smoking but is seriously obese). If smoking is the most important issue to you (because you have personal ties) then you need to look beyond your self. Americans have the right to smoke, so designate areas and bars to smoke in but don't ban it completly. Heck, some high schools have smoking zones, I think some prisons can have them too then.

I have "heard" that there will be no smoking at all in any American correctional facilities, state or local, by the end of this summer... nationwide! But I am not 100% on that, it's been said on the radio. That would not be good for the inmates I'm sure.

i know its not banned in most mental health units and im sure prisons will get away with it too

Perharps it will be banned inside the jail, but there will be designated smoking areas outside.
