The best basic internet laptop for price is the Compaq C500. Goes for about 450 and has everything including a great screen. Main drawback is the celeron CPU which works fine for all the basics.

Right now the best bang for the buck is the dell 6400. Good feature set and relative future proof. If you dont need a notebook, your money will stretch ALOT farther with a desktop. You can upgrade a desktop but once you buy a notebook, the only thing you can REALLY do is add ramm and maybe one extra device in a slot. Desktops are more eliable than notebooks too.
But if you can wait, ALL retailers will be having a price war in July.
