It stands for SOund Navigation And Ranging. Why they chose those words specifically is because sonar is the use of sound bouncing off of objects and received again to judge the relative size, shape, and distance of an object; it is based on a bat's use of echolocation.

I think he is just thumbing his nose at our legal system. And I think the magistrate was pretty weak in the manner she dealt with the matter. She should have directed that he be charged, with contempt of court & held in a cell until he complied with her directions. She has the power to do just that.
