The best thing for you to do is look on the capacity plate and see what the max hp is for that boat or if thats not there contact the manufacturer. Get the max allowed. Anything else is just a guess.

Depends on many things. We have skied people behind a 14 foot flat bottom with a 10 HP. About 140 pound person and on two skis.
I know people not want to believe this, because they never tried.
We barefoot ski behind a Tri-Hull with a 65 HP. Take a lot to explain. This was about 150 pound person.
But, the 10 HP you just say you skied, it not like behind a bigger engine.
So, the weight of the person and boat have the determining factor of HP.
If this a flat bottom or v-hull fishing boat and not something like a Bass-Tracker then you may have some fun using a minimum of 25 HP. Like I say, you not be zooming but you can have some fun.
Normally I say at least a 65 HP for Salom (One Ski) and Tubing and this pull most average weights. A 250 pound person may have to start off a dock to limit drag.

To many varibles---How much does the boat weight? How much does the adult skier weight?
If the boat weights 1200lbs and the skier weights --say 150lbs plus fuel and gear in boat, then I am thinking a minimum of about 85 to 95 hp and that is at the prop----I would personally go for at least a 150 HP
