You can't buy a PC from Dell or HP with no OS and put Mac OSX on it.

No, you cannot install a Mac OS on a PC.
Will you be assembling the computer yourself? Then you can install Windows on your newly assembled PC -- that is if you have the installer.
If you buy a pre-assembled PC the OS is usually bundled. Software companies (esp. Microsoft) has required all authorized computer hardware dealers and resellers to bundle the OS to prevent piracy..

Yes you can install Mac OS - IF the machine is a Mac and you have a copy of the Mac OS you want to install.

no you will not be able to install OS/X on a none mac system. but you can install Linux which is the same type of operating system.
there are many versions of linux operating systems. the choices is yours, you don't have to buy it, it is free, with all the software you will ever need
if you have a broard band connection you can download it from the websites below.
Ubuntu is the easiest system to learn and before you load it into your computer you run it from the CD Rom disk to get to know it, you can do everything from the cd drive.
these are called live cd,,,

Interesting question, but it doesn't really hit your target. In general, yes, you can buy a pc without any operating system. You can even buy a pc without a formatted hard drive. You can even buy components and build it yourself.
Operating systems are built to 'go along with' certain hardware configurations. It sounds like what you are trying to do is build a platform that looks like a macintosh clone. good luck getting an exact match. What you can do is find an Open Source (SourceForge.net is a good source) operating system that should work on your system and get you close to what you want. Without getting into the specifics of the type of processor, motherboard, BIOS and a host of other technical questions, there's no way to give you a precise answer to your question.

You have to install an OS, otherwise you won't be able to use it. You should be able to install almost any OS you want. It does not matter what kind of computer you have, as long as the processors and other components are powerful enough to handle it.

I don't know if you can buy any PC and install MAC OS on it. Mac's need specific hardware to run and that is sold only at Apple. I haven't found anything where you can do that, else i'd love to do it myself

Dell apparently sells desktops that have Linux pre-installed, but many Linux users I know actually build their own desktops, or at least have one built for them. Just go to a computer shop with a list of parts, and say "build this for me". I'm sure most would be happy to oblige, all they have to do is to assemble your computer and sell it to you. And, a computer that was custom built will always turn out cheaper / better than prebuilt ones, since you get to choose exactly what components you want.

If you have the install CDs then YES you can! If I was to buy a new computer, this is what I would do - I'm kinda picky when it comes to OS bloatware.
