Myths and legends have neither been proved nor disproved (to the general public, anyway), so they could exist. It's possible.
Right now, the genetics of fish and wolves may be too different to mix.
But why not in the future? Maybe not even very far! Science is moving at a fantastic rate right now.
However, you couldn't get a werewolf through mere genetics because a werewolf is a human that turns into a wolf, not a half-man half-wolf, unlike mermaids. But you could probably get a wolfman.

At the current time, no it isn't possible - but they get closer every day. Recently, a group of scientist mixed the DNA of Jellyfish with that of rats - the reuslt? Glow in the dark rats. Yes, I know, a very useful thing - but it showed that DNA can be mixed with interesting results. And the hoped for finally outcome of this hybridization is exactly what you postulate. They current plans are Dolphin/human crosses for deep sea work, and any other hybrid that might enhance the human skill pool.
This opens up all sorts of ethic questions our society isn't even ready to think about - I mean, we don't even know the level of dolphin intelligence - how do we decide if these creatures are dolphins or human - can they vote? Do they have rights?
Also, some myths HAVE in fact been proven true. At the turn of the 20th century, legends came to European exploreres and conquerors about a man ape in the forests which everyone called balderdash - until a Gorilla was captured and displayed in London. For years Mariners talked about the Kraken - a huge squid which attacked boats and frightened the bravest of men. Poppycock, right? Well, 4 years ago, they photographed one - then found a few dead (and decaying) specimens on beaches, and finally last year they caught a fresh one. So they exist.

Yes, i think that it is entirely possible that we can have mutations and produce mermaids and such. As far as the whole DNA incompatibility with animals? Aren't chimps only 2% different in their DNA? I think that if we truly studied it, then we would find that we could mutate ourselves (humans) into anything, but I don't know how we could do it ethically. I mean there are the rights of the human part and PETA would have a fit for "abusing" the animal part.
But I think if we all voted and got the legislation right, or volunteered ourselves as test subjects, we would definitely have "mutants".

So far it's been shown that our DNA can't mix with an animals and turn out a living creature. And most genuine scientists would find such an experiment repulsive.
But to answer your question, yes, I believe myths and legends did exist. I think giants were simply tall people, werewolves were someone with an affliction that made them seem wild and mean, and vampires were people who gloried in spilling blood. Over time, xenophobic people made up stories about them and from that came myths. (Mermaids were just something sailors hoped for.)

If they didn't How would we have reports of werewolves{Lycanthopes for those who don't know} in the 1600's in great Brittain? Or Vampires off the coast of Cuba? The Chubacabra. Vampire anyone?
Wiscossin Lycan?...
Many reports, and not enough knowledge to check if it's correct.
That's my opinion though, so i don't know what to tell you. Just keep a open mind about everything. The answer will come to you in time.

Mutating can have huge consequences. But creatures such as the lochness monster, I believe it's real...it's basically just a dinosaur

yes as long as people keep them alive. we are told our DNA is not compatible with animals. That's what we are told! You know how that goes they had cloned sheep way before we knew. I like to think there are mermaids, werewolf's, vampires. ghost and so on

AS SMALL CHILDREN WE ARE FRESH AND UNTAINTED BY THE BELIEFS AND B.S.
