The idea of sending humans to Mars has been on the planning table at NASA since the 1960's. The moon landing was the first major step (though a lot of research and testing went on even before that). The next step was the Mars Orbiter and the rovers, to find out what we can about Mars to better prepare our astronauts (what do they need to survive, what dangers might they encounter, etc.).
Currently, NASA has a plan to launch a manned Mars mission sometime in 2015 - 2020 (assuming congress approves the funding and a few other political maneuverings that have to happen first).

Planning for the possible mission to Mars has started. Yes,
that is true. It has been in the works for some time. And, there is a lot to be done in order to have everything calculated to the best possible numbers and flight times. Also, the design and construction of a space rocket to carry the astronauts on a trip that far is different from anything attempted thus far. So,
a lot of brand new ideas have to be developed and tested before anyone goes anywhere.

It will be a huge feat if they ever make it. It takes like 18 months to get there. It will take18 months to get back. So you need enough food, water, air and energy for a minimum of three years for however many people they will send. So it will be a huge craft. It will then need to be built and launched from space.
