we use a system wherein each player who player who plays in the domestic level is alloted grades or points based on his performance and then say, the best 12 batsmen, 12 bowlers and 2 allrounders and 2 keepers be selected for a list of 30 probables. they could then select the best combination using the coach and the attitude of the players.
these 30 guys could be given a yesrs contract similar to the way australia does

I think we should have a system of 30 contract players each year and after completion of each year the performance of the contracted players should be assessed and the players who have not performed to their potential should be replaced with new players.

For creating the pool of 30 players, all the cricket tournaments being played in the country should be closely watched and deserving talented players should be spotted irrespective of the region of the players.

First thing is our players will not have the time to play the 1st class matches. They will be playing Test & O D I matches how can they play the Domestic Cricket ?

So the Board should arrange the Domestic season well in advance to know our players performence.

Then they can choose the Best players for the Internationals
matches.

thats a good idea but the first answer is right how will the current international team earn points if they are gone. maybe they should be graded on there international performances rather than domestic. also they should get more points for a good performance as it is more difficult to score an international hundred than a domestic one. good idea.

Statistics lie: they lie in old files, un-noticed! so, figures cannot provide the system that you are looking for! trust that there is some method in all this madness! trust that cricket too will produce some 'khel ratna's' now and then!
