How about looking at victims of the crime of medical malpractice? In many states the government has limited the amount of money that can be awarded to the victim. This is what is called "Tort Reform". The intent of tort reform is to keep people from suing the doctors for frivolous events, but in many cases the events are very serious and the victim is left unable to work, needing enormous medical help, and the government limits the money they can get.

The American Association of Justice at http://www.atla.org/Rights.aspx has a lot of research on this subject. It is controversial so there are lots of pros and cons articles on the Internet. Good luck.

I would approach it from the real cost to victims in a crime. Example: Someone breaks into your home to rob you. You catch him in the act but in the process he has damaged your big-screen, stabbed you, stole your car and crashes it. He gets caught and goes to jail. Now, the victim is out the cost of the TV, the car and the medical bills. He's missed time from work, has higher insurance premiums etc.... The criminal has "three hots and a cot" that in reality the victim has paid for through taxation. So in reality the victim is a victim more than once.
What is the true cost? What can the victim do to recover some of the monies lost? Can he sue the criminal after he gets out of jail? What about statute of limitation? Won't suing the criminal put him in a position to need to commit more crimes to pay you? Its an interesting conundrum worth considering.

There are a lot of things you could write a paper on. Read "The Need to Kill" by Dr. Steven A Egger. His book is really a classic and would give you a lot of info. Another site one ought to look at is TX death row. There are a lot of death row inmates that have never committed another crime. Our American criminal justice system is "fractured" and badly so. Our death penalty often is given for all the wrong reasons. It doesn't reduce the crime rate or recidivism and it doesn't provide for justice - instead it provides for retribution. There is a law about that somewhere. Write if you need more info. I am nearly finished with my MS in Criminal Justice. I'd love to help!

i would like to hear if the crime victims feel the criminal has more rights than the victim and why. I think a lot of people feel this way but how do the actual victims feel.

Should victims of crimes be allowed to testify at sentencing hearings? If so, will or does the testimony make a difference in the sentencing?

I suggest you look at "victimless" crimes like Shoplifting. There are indeed victims of these crimes.
