If you are not an experienced knitter, I would suggest that you purchase the correct size of needles. It is pretty complicated to adjust the number of stitches needed in a pattern. Knitting needles are not too expensive, and for mittens, it is important to have the proper size.
Yes, you are correct, you need to use more stitches. The best way to tell is to knit a practice, or sizing piece three or four inches square, then count the number of stitches it takes to make one inch, and use the math to alter the pattern. It can get very complicated.
If it takes you 30 stitches per inch instead of 20, everything has to be increased by the difference (20 + 10 would equal 2 + l to be added to every line of the instruction.) In other for every 2 stitchs the pattern calls for you must add 1 more.

There is no US size needle 3 3/4, m'dear, unless you have a set of Brittany needles, do you have 3 3/4 mm needles? If you do you have a US size 5 which is fairly close to what you need. Knit a square in stockinette, 30 stitches wide and 30 rows high and compare the number of stitches in an inch width and height for gauge to the gauge in your pattern. You should be fairly close, but the advice you have been given to buy the right size needles (US 6's are 4 mm needle) if you are a novice.

The pattern should specify a gauge (aka tension), usually expressed as X number of stitches & Y number of rows equals 4 inches/10 cm in stockinette stitch (or in pattern stitch). If the stitch isn't specified, it means stockinette.
You need to use whatever size needles it takes you to get gauge. For example, I'm an extremely tight knitter so I always start with a size or two bigger than the pattern suggests. (The needle size given in the pattern is only a suggestion -- the pattern should say "size 6 needles, or size needed to get the correct gauge.") Knit a gauge swatch, measure the number of stitches in 4 in./10 cm, and keep trying different size needles until you get gauge.
Here's a great article in Knitty, a free online knitting magazine, about swatching: http://www.knitty.com/ISSUEspring03/FEATswatchout.html

To save a lot of hassle when you are a beginner buy the right size. When you become an advanced knitter you can adjust to suit yourself. If I was a starter I wouldn't be trying short cuts.
