That reminds me of the story a woman once told me she put on her coat and hat to go out and when she opened the door it was raining and she decided it was too wet she took off her coat and went to the window to look out when she spotted some children splashing in the puddles and she thought it can't be that bad and putting on the coat again went out she said it turned out to a lovely refreshing walk ,and by the way dont the rain give ppl a lovely rosey complextion .

Possibly. Vitamin D is generated by human exposure to sunlight... which influences mood and behaviour. There is a condition called Seasonal Affected Disorder, where people who have it suffer from depression in the darker months.... alternatively... it could be due to psychology... rain-like tears... who knows?

yes rain makes me sad, it makes me very depressed. i feel real lonely when it rains cause i can't get outside to do anything with my kids.

It obviously depends on the individual. Some people are more receptive to weather changes than others. I find that when the weather is bad (eg rainy or cold or overcast and dull) that it can impact my mood negatively.
Others of course may not be affected.

if anything ozone may be released in the surrounding air that you breath (especially with lightning nearby) and that may actually make your feel somewhat perky. kinda like a shower in the morning. positive ions from the streaming showerhead leave you feeling a bit lighter heaeded than normal, that's why people sing in the shower and most want anywhere else.
