You can very well use 'pre-paid' to stress on the term "pre", but it is not at all mandatory.

You can very well write "prepaid", which also conveys the same meaning.

So, practically speaking, both are correct !

No hyphen According to the book "One Word, Two Words, Hyphenated?", which is widely used by court reporters and other professions where precision in punctuation is critical, you only use a hyphen the the prefix "pre" when the second word starts with a capital letter, ex., pre-Columian.
