Yes they can unless there is a state law excluding this. In Missouri they are planning to pass a bill stating that all emergency responders can't be fired for being late or not showing up do to a true emergency. They don't have to pay you for your time but they can't fire you.
Best course of action is to try to work something out with your employer prior to being employed. If not then you must choose between a job or doing what you like doing.

of course they can If you worked for me and you could not follow the same policies that other employees follow you would have to go. Being a volunteer firefighter does not entitle you to any special or preferential treatment. Do you think that volunteering makes you any different than anyone else? You are due no special favors because of your volunteering and if you think it should then you are in for all the wrong reasons. It is your responsibility to attend to any affairs that are not related to your employment and it should not be required that your boss and the business where you are employed to suffer because of your other interests in life. If you can't do both without conflict then I would reconsider one of the jobs. Performing public service does not make you special.

It depends on what state you are in, as to where to find the info. However, yes they can punish you for it. The only thing they can't punish you for is a military operation (National Guard, Army Reserves, etc.) You have no rights as a "Volunteer".
