It is 69...only flipped horizontally like o=o...with the top line connected to the left circle and the bottom line connected to the right circle.

Acutally it's perhaps more related to the EYES (the two circles on the sign) than the sexual position... or the hippie year.
Cancer btw, is the "Bullseye" sign. Deep unreadable blue eyes... And cancereans are shaped like bulls usually... or is it crabs...? Especially that weird cone-head.... buffaloes have that too in nature.
