First of all there are two preliminaries.
1. 20% is just shorthand for 20 divided by 100 i.e. 20/100
2. In this context 'of' just means 'multiplied by' so for example:
half of three = 1/2 * 3 and 35% of 23 = 35/100 * 23
So, to get back to the question, '20% of 95' is really just another way of
saying 20/100 * 95
so 20% of 95 = 20/100 * 95/1 = (20*95)/100 = 1900/100
Now cancelling the factor of 100, we get 1900/100 = 19
This isn't the simplest method to use for this particular example but this method can be used on any similar question that may have more awkward numbers (e.g. 76% of 38) and hopefully it helps you to understand what everything means and what is going on.
