If it's for GUYS only--and totally voluntary--it might be fun, because it's silly. Ask around and see if you can let at least 4 committed contestants, counting yourself if possible. Stripping off the soaked shirts and walking around bare-chested afterwards might even encourage some of the non-contestant guys to get comfortable, too. (How warm will the site be for your picnic?)
But the minute you get wet T-shirts on women, it's *way* too sexual for almost any work place. (If your company produces porn, that would certainly be an exception.)
