No he hasn't. He will creat a series of Quangos and second civil servants to them to get them off the payroll and pretend the government (taxpayer) does not pay for it

I'm afraid your facts are incorrect:

"Gordon Brown announced in July 2004 that he intended to cut c.84,150 posts, whilst creating a number of new posts in the front line so that the net reduction would be c.70,600. Civil service numbers were subsequently increased by the transfer of 11,000 fte magistrates court staff from local authority control to the new central government courts service. The Chancellor’s target is therefore currently around 480,000. Around 33,000 savings had come through by late 2006, so that the total then stood at 516,000, leaving around 36,000 savings yet to achieved over the two years to the deadline at the end of 2008."
