Your problems are not related to either fuses or circuit breakers. Both of these are designed to stop the flow of electricity when there is an electrical problem. If the window motor is moving, then there is power which means that the fuse and/or circuit breaker is good. Same thing for the bell... if your lights work, then the fuse is fine.

Your problems unfortunately a bit tougher to fix. On the window, you are probably looking at either a motor problem or a gear problem. Either way, your window will eventually stop going up or down eventually. I do not believe that you will save money by "catching it early" though. The entire mechanism will most likely need to be replaced. If it were my car, I would leave it be until either the window stopped working all together or until I could not stand the noise anymore.

As for the lights on buzzer, you may need to replace the actual dinger.

The bell might be a fuse. But the window is definitely not. A fuse will either put the power through or not. Same deal if it`s a circuit breaker. It would not cause grinding noises. Chances are that the mechanism is either rusty or the winding gearbox is shot. These gizmos are pretty mickey mouse in their construction and given the amount of use they get. well! The only way to know is to strip of the interior door panel and have a look. Shouldn`t be too scary to fix. You can probably buy a new winding gearbox for less than $100 or pick one up from a salvage yard for $10 to $20. It`s definitely worth getting out a screw driver and taking the interior panel off to see. It might just be a screw come loose but you know that if you take it to a garage it will be the most expensive thing they can think off. I wouldn`t be surprised if a garage tried to con you into buying a new door. They are actually more likely to try and sell you a new car.

A grinding sound is somehting mechanical, not usually electrical, and if the window works at all, it is not any circuit breaker. It is in the gearing of the window mechanism, and requires a mechanic.
The fact that it grinds when trying to operate shows that electric is making it to the motor.
Not being knowledgeable about a certain subject is not by any means a sign of stupidity, so don't worry.

Yes, circuit breakers do go bad.
No, they do not cause grinding noises when they do.
Yes they can cause the bell not to "ding" anymore

Your time would be well spent finding a mechanic you trust. OR by getting some tools and learning to fix these things yourself. Not an easy thing in any case. Good Luck!

the window problem could be the motor or regulator(these components make the window go up and down) or the glass may be out of the track. as for the bell, your drivers door switch may be bad, do your interior lights come on when you open the drivers door, if not the switch is bad.

I think you are having trouble with the motor that drives the window up and down.
