i cant download any files from internet or save photos from emails?

when i press run my computer says WINDOWS CANNOT ACCESS THE SPECIFIED DEVICE,PATH,FILE YOU MAY NOT HAVE PERMISSION TO ACCESS THE ITEM
HELP !!!!!!!!!!!!!!!

Do you have administrative privileges on this computer? If not, then I would guess that the administrator has download privileges blocked.
