Legally, that is to say under the Constitution the Vice President has the function of President of the Senate. He may appoint a president pro temp or temporary president to handle proceedings of the Senate in his absence. That is all he really has to do. If the Vice President wants to go on vacation, sequester himself in his office, or be out and about is his business under the Constitution. If Cheney is hiding it is not important. If he is not hiding it is not important.

VP Cheney is simply being a VP which means staying out of the limelight. Like a good VP he jumps in when issues require responses from level other than presidential. U can find him in DC
