i would say yacking on the cell but here in wisconsin there is seat belt fines but no fine for talking on your cell while driving

stupid people do stupid s***. talking on the cell phone is the most dumb and dangerous thing a person can do while you drive.

People using their phone and not concentrating on the road. It would be their fault for causing an accident and maybe killing innocent people
