Did you mean emperor? First, you must be VERY careful in how you define the Persian Empire, because there were at least three of them, and they were not necessarily connected.

Achaemenid Empire (550 BC–330 BC)

Around 653 BC, the Medes came under the domination of the Scythians, and Teispes, the son of Achaemenes, seems to have led the nomadic Persians to settle in southern Iran around this time — eventually establishing the first organized Persian state in the important region of Anshan as the Elamite kingdom was permanently destroyed by the Assyrian ruler Ashurbanipal (640 BC).

John is right when it comes to the history, but the first person known as the ruler of that dynasty is Cyrus-in Farsi "Kourosh".
there were the rulers of the Medes but their knigdom was not big enough to be an empire. During Cyrus' time he conquerred the Medes, Ledia, and Babylon.
