I live in NE Arkansas. Money would be tight, but you could get a 1/1 or 2/1.5 apartment in this area for about 300- 450 a month in a decent area. Utilities are about 100 for all electric including trash and water (in the city limits). Insurance rates for apartments are about 10 a month. I can feed two people on 250 a month and we have a farmers market, so you could get by on cheaper. Gas right now is 2.91 a gallon, so we are usually under the national average. Nice place to live, little crime.

Just out! The city with the lowest cost of living in the US is Joplin, MO. $900 a month will be tight but possible for a single person to survive on here.

West Virginia and southern Ohio are pretty cheap places to live. WV has personal property tax on vehicles and OH doesn't but I've heard OH property tax is higher. If you rent then that wouldn't matter.
