ummmm... none of us have ever had the ability to do whatever we want - ever. i want to fly, but i've never been able to do that. Oh, but you mean realistic desires?
No, it is not the worst punishment. in fact, it is the very fact that we are restrained by society that allows us all to live the relatively peaceful and progressive lives that we do. Imagine if everyone could do whatever they wanted all of the time?!
We would be living in chaos - each person would be fighting tooth and nail for food, power... whatever they wanted. If someone didn't like you they could just kill you without any repercussions. If someone wanted your house, they could just take it.
no, social restraints are good.

Firstly, it depends on the circumstances. Sometimes these abilities are taken from you (particularly by parents) because it is in your best interest. At times people, (particularly children) don't always know what's best for them, and taking away their ability to make decisions can be a way to protect them until they are mature enough to make the right decisions. Keep in mind that this is a tough thing for parents to do but it is usually done because they love you. My advice is to love them right back.

No one can do whatever they want whenever they want. There are always limitations set, restrictions that must be abided, otherwise ones action intrude on another's ability to do something. All rights have limits. None are absolutes.

It is not a punishment, as freedom is not about "doing whatever one want's whenever one's want's"-- it is about the fullfillment of the purpose of your nature in accord with virtue. Absolute freedom is an ideological illusion of modernity.

No because even if you can't physically do what you want to do, you can still think what you want. Deep inner worlds of imagination?

Definitely not. I can think of lots of things worse than that. Having bamboo shoots jammed under your fingernails or being burned alive would definitely have to rank up there.

No, I can imagine someone not only removing my liberty but also torturing me daily.

No.

That's what we have laws for, so people can't do 'whatever they want, whenever they want'.

You need to think practically.
