Depends on your plan. Cingular bills by the minute, or airtime used for both incoming and outgoing calls. My Cingular plan has free Cingular to Cingular calling. Meaning I can receive calls from and make calls to any other cingular user without being charged for minutes. I have a Cingular nationwide plan. Free long distance, roaming, free cingular to cingular.
