There is a little toddler magnet that draws just about all the toys toward the mouth at this age - so barbie stuff is definitely out - too many small pieces.
Toys now show the age range, just make sure she falls in the age group for the toy.
There are so many to choose from, to begin the ever-growing toy clutter that will soon fill your loved ones' lives...
My daughter received her 1st baby doll at her 1st birthday, which she loved. It was about 20" though. A smaller doll (13"-16") would have been easier for her to carry and play with. At 1, she couldn't carry the doll around, it was too large and much too heavy for her.
her other favorites at that age:
little tikes discovery sounds kitchen
a little plastic rocking horse
balls (she really loved to play roll and toss the ball)
mega bloks (building towers and stuff)
any of the little people playsets by fisher-price (some of them come with DVDs - so you see the same little characters you have to play with, on the DVD)
she also loved her brother's big dump truck to push around the room and load up with blocks
There aren't many games out there for 1 year olds - it is an age where they are usuallly more interested in walking and exploring, now that they are mobile and "feel the freedom" a bit. Their attention spans aren't really long enough for games and most all games have something that is a choking hazard.
My daughter loved my son's Lucky Ducks game more than he did, but it was labeled for ages 3 and up I think. I was always there playing with them, so there was no danger, but when giving a gift, you might want to consider the parent's and whether they would prefer a toy that doesn't have to be monitored as carefully. Cute little game, but the quacking can get really annoying after the 100th time - and kids love to keep making them quack.

A piece of clothing (that she'll grow into), a soft toy like a rag doll. A pciture frame (with "I'm one today" or "Babies 1st year" etc) or a keepsake of some kind- a bangle/bracelet or necklace. The first answerer is right- a nice card for mum and dad saying "well done for getting through the hardest year of your life" will go down well. Maybe a bottle of wine for mum and dad? If you're feeling flush some cinema tickets or even theatre tickets and an offer to babysit would be fantastic!

look for books and games that have fuzzy pictures in them.
how about those block puzzles that have like 5 pieces?
or you could get her some stuffed animals and think of a theme....like little farm or something and get her a couple of farm animal stuffed animals.
think of what she likes. if she likes animals, do the stuffed animal thing. if she likes going outside, find her a fun outside game (which may be hard but possible)
im sure you will find her something:)
