Nitrogen's outre level electron arrangement is s2 p3. Oxygen's is s2 p4. In nitrogen, the three p electrons are in separate orbitals (Hund's Rule) but in oxygen, doubling-up has to start. This involves extra repulsions, which lowers the ionisation energy.
