can i get this information from run command ,then netstat/--...plz help me

You could run a command line query, but it will return any current open connections. Best bet is to only have IM running, send a message or wait for a message from other party, then run command.
Command is netstat look for ports 5000-5010 these are common ports to Yahoo! IM

This is not the type of info the typical user is able to retrieve.
Most ISP will not provide such info to the general public for a host of reasons including privacy.
