the answer for their brightness is the refractive index of them. the light which inters the diamond does not come out because of total internal reflection into air whose refractive index is close to vacuum's i.e 1. hence diamonds shine a lot

If by shine you mean the glare like light reflection like you see in a mirror, the cause is the polishing of the gem stone as the last step in gem diamond preparation. The polishing is actually very fine sanding of the surface. The same technique is used to shine marble but the grit size is different.
If by shine you mean the colors seen inside the stone, it is due to different light refractions (prism effect) of the stone itself. The visible light is separated into its components which are of different colors (red, orange, yellow, blue, indigo, and violet in that order).
