There could be several reasons your Betta is lethargic. You should check the following:

1) Water temperature. Bettas prefer between 78 and 80 degree weather.
2) Water parameters. What's the ammonia, nitrite and nitrate levels of the water? If you don't have a test kit any pet store will gladly test your water for free. A water change may be necessary
3) Illness - does he show any physical symptoms of illness or disease? (White spots, rotting fins, cloudy eyes, etc?)

Betta fish get depressed too. If you are keeping him in a small container i suggest that you give him more room to swim. Also get yourself a water heater, I've known betta to be unhappy in cooler temperatures (spring for the more expensive ones they do the job, are more dependable, and last for a few years actually save you money!). If after a week or so in his new habitat he still hasn't picked up try giving him different types of food both betta pellet and spinach, bloodworm exc. Keep a close eye on your tank levels (ammonia, nitrate, ph exc). If your friend hasn't picked up i would recommend getting him a friend, stay away from aggressive fish and fish that fit in his mouth and you should be fine. Don't forget to give your buddy a place to hide, my favorite solution is a piece of PVC piping you can buy at almost any hardware store.

Do you have the water temp at at least 78 degrees Farinheit? If not that is the problem....contrary to popular belief....they are TROPICAL FISH and need to be kept as such. Room temp will not do it...warm up the water with an aquarium heater.

My fish was acting like this, and I dumped all of the water out, and then I refiled with water, and it started swimming, and eating again. Definitely clean out the water.

Usually old fish do not make much emotion as younger fish, old fish tend to stay in one place, and eat only if the food is close to it, other than that your fish might be sick, so i would keep an eye on it.

How old is he? If he less than 1 1/2 years old then you should try feeding him live food. If he is older, I think it is just time for him to go up.

fighting fish are quite lazy fish they don't move that fast your fish may not seem to be eating but it might be if you are certain its not try him on some other food like tiny granules

sometimes bettas go dormnant for some reason it is not quite known why but they do ,he could just be dormant . I would ask the pet store where you bought him or her from . good luck .

how old is he...sounds like he is dying
if the water is nasty definitly change it
aslo if it is rather new and you have a reciept take him back and get a new one
there is not much i can help you with there.
