I like water sprite. Frogbit & Silva are ok also. With Water Sprite you can plant it, float it, attach it and do a lot of things and it keeps growing even in relatively low light.

Hornwort is a wonderful floating plant!

Riccia (Liverwort) - If you intend this as a goldfish food, leave this plant floating. It is relatively easy to grow at the surface of the aquarium, but with great difficulty (and high light, maintenance....) can be grown attached to wood. Trying to grow it on wood with goldfish is a pointless task, I assure you; let it float
Ceratopteris (Watersprite) - Grown floating or rooted (floating is easier), this plant is a sure winner
Elodea and Egeria plants (commonly labeled also as "Anacharis" in aquarium stores) for this purpose, for the simple fact that they are so easy to grow

plastic floating plant are nice, but a live plant will give off C02, and that promotes a healthier aquarium environment.

I would suggest hornwort, riccia, bladderwort or elodea as excellent choices. To fins some good info on plants try this site
