Well, tranquil does mean peaceful and still but in the sense of "free from commotion or disturbance" or composed as in "free from anxiety, tension, or restlessness." So it's perhaps not quite the sort of peaceful and still that you'd apply to a sky. A night sky could be serene or calm.
