As a Native American, we understand all to well. We were promised all that was west of the Mississippi . George Washington was keen on some land in Tennessee. The French , Americans and the British all wanting Native support in there acquisitions in the New World all made , promises, gifts and dedicated lands. All that were taken away.
It became a joke among whites when anyone reneged on a gift. Like the establishment, were called as such. Everyone knew over 97 times.

To me it means the following because I believe it has been misinterpreted.
Indian givers are known to take back what they give.
This means that the white people, or the United States government gave the Indian nations promised land and then kept going back on their word and took it back, breaking treaty after treaty, pushing the Indians further and further into smaller reservations.
People usually believe this term somehow denotes a negative image for Indians, but in fact, it is a negative statement against the U.S. government and their treatment of them.
A well deserved one.

It's meaning refers to someone who takes back a gift after it's been given. It's a bit of a misnomer since Indians (native American, that is) were the ones who were treated in this way, rather than the ones who treated others like it. But...that is what the term refers to.
