If you find an "empty" turtle shell that turtle is dead. They are not like hermit crabs that will change shells as they grow. A turtles shell is fused to its body like your arms and legs are to yours and it can't live without it. Check out the site below on some other turtle facts.

This turtle or tortoise is most likely very badly injured. Take it to a veterinarian.
