It's just reducing a fraction. Since there are 52 cards in a deck and 4 aces and 4 nines..the fraction of aces and nines to cards in the deck is 8/52

if you divide the top and the bottom by 4 you will get 2/13, which is b.

basically you have a 15.4% chance of drawing a ace or nine (2 divided by 13)

b 2/13 because if there are 52 cards in a deck, then you need a nine or ace thats 8 cards (four from each number) then you put
8 /52 then it will reduce down to 2/13
