A grant or grants. A service company that is in the business should be working to get grants (plural) on an ongoing basis to justify their fees. If it is just for you or for an otherwise normal small business ("We can get YOU money.") then it is probably a scam.

If they want an " up front " fee they are probably a ripoff or scam.

Have you tried searching for them on line? Better business bureau, http://www.ripoffreport.com/, etc? Just google them. Even yahoo has some business rating listed.
